Washington Place was laid out in 1870 as part of J.C. Ward's Paradise Lot development. Development was slow and by 1895 there were only four houses constructed. This double house was one of them, being owned by T.J. O'Neill. Mr. O'Neill was a carpenter and builder and lived at 32 Washington Place on the corner of Vernon Street, he probably built this to be leased as two tenements.

The house is 2 and 1/2 stories tall with slate ridge roof and two interior chimneys. Gabled dormers with fish-scale shingles project from the roof and cap two-story bay windows at either end of the facade. Between the bays is a cornice, spindle frieze, turned posts with fan brackets and a turned balustrade. Atop the porch is a second floor balcony.
